In this paper, we study the Galactic cosmic-ray (GCR) variations over the solar cycles 23 and 24, with measurements from NASA's Advanced Composition Explorer/Cosmic Ray Isotope Spectrometer instrument and the ground-based neutron monitors (NMs).
